New Emergency Programs can be developed using a basic four-step process which incorporates the New National Standard.
In-depth knowledge of emergency management is not required. What is needed is the authority to create a plan and the commitment from the chief executive officer to make emergency management part of the organizational culture. |

The National Standard provides a common set of criteria to assess current programs as well as to develop, implement and maintain new programs.
Section-by-section discussion of the Standard with explanatory material on each section.
