New Emergency Programs can be developed using a basic four-step process which incorporates the New National Standard.

In-depth knowledge of emergency management is not required. What is needed is the authority to create a plan and the commitment from the chief executive officer to make emergency management part of the organizational culture.

 


The National Standard provides a common set of criteria to assess current programs as well as to develop, implement and maintain new programs.

Preparedness programs should be regularly exercised and employees should receive appropriate training and participate in periodic drills.

Program plans, procedures, and capabilities should be evaluated through periodic reviews, testing, post-incident reports, performance evaluations, and exercises. Ongoing program evolution should reflect both lessons learned and changes in the organization's internal and external environments.
